An upgraded version of a video-/data-tablet is supplied to Police officers which syncs data to main servers every 12 hours and is bio-metric fingerprint secured. Harry collects his old mail and meets with the captain who says he can't keep covering for Harry's uncalled disappearances. Harry receives a mysterious note that says he is being watched and hints at a dark agenda of the unknown author. A snowman is drawn on the note which appears to be a killer's mark.
Later that evening, Harry drops off his ex-wife Rakel (Gainsbourg) at her home and asks her not to tell Oleg that he is Oleg's biological father. With the help of a brilliant recruit, Katrine Bratt (Ferguson), he investigates the disappearance of a person on the first snowfall of winter, and he fears an elusive serial killer nicknamed "The Snowman" may be active again. Harry finds an old case in Bergen assocaited with the Assen Corp CEO Mr. Assen, his wife Laila, and Arve Stop which Detective Rafto (Kilmer) in Bergen was investigating. Assen recruits Rafto to investigate his wife Laila for extra-marital affairs. Rafto was later found with his head blown off from a shotgun in his cabin, appearing to be a suicide.
A woman, later revealed to be Britte Becker (O'Reilly), drives home after a pary and a red Volvo follows her. The Volvo passes her midway. Britte reaches home and sees a snowman in her yard. She tends to her daughter Josephine and sees her husband, who is angry that she came home late, leave in a temper soon afterwards. The mother and daughter say goodnight and go to sleep. The Volvo is shown to be parked across the road and there is a snowman facing Britte's window. The next morning Josephine wakes up and cannot find her mother. Harry is called to investigate, when a neighbor informs the police after finding the little girl calling for her mother in the garden.
In second instance, the police receive an SOS call from an unknown caller about Sylvia Otterson (Sevigny) who has supposedly gone missing. Harry and his parnter Katrine set off to investigate. When they reach her property, they find Sylvia in her farmhouse alive and well; considering it a prank call, they leave. Shortly thereafter, a man in disguise appears, makes a snowman and chops off Sylvia's head using a wire based cutter tool. In the car, Harry again receives a distress call concerning Sylvia and they turn back only to find a woman looking just like Sylvia greeting them and they are told she is Sylvia's twin. They find Sylvia's headless body in the farmhouse and later her decapitated head on a snowman's body in a deep tank hole in her barn. Harry sets up a small team with Magnus, Katrine and others to look into the case.
Meanwhile, Harry goes to Bergen to meet Rafto but learns he is dead and visits his cabin. In the train he comes across Mathias (Rakel's current husband) who is a plastic surgeon and is going to join a conference on hormonic therapy. In Bergen, Harry finds an old photograph and jacket and concludes Katrine is Rafto's daughter trying to find her father's killer.
Katrine gets a call from an operator and learns that Britte Becker's phone is transmitting data. The signal is found out to be coming from Dr. Idar Vetelsen's home whom she saw working as a pimp for Arve Stop and working in the same hospital all female victims had visited. Police finds Britte's phone and body along with the remains of another missing woman named Hegen Dahl. Idar's body is found with his head blown off from a shotgun.
Katrine thinks that Arve Stop (Simmons), a business tycoon, is behind her father's death and meets him at a party. She seduces him and Arve asks her to wait in his room in the hotel. In the hotel room, Katrine sets up a trap with her police tablet and Gun and waits for Arve. Suddenly the light goes off and her gun is missing. A man from behind drugs her and severs her right index finger and wipes the data from her tablet. When Arve enters his room, he finds the bed empty with no trace at all of the struggle that took place a few minutes ago. The next morning, Harry looks out his window and sees the outline of a snowman atop his snow-covered car, and when he investigates, he discovers the corpse of Katrine in the driver seat.
Rakel tells Harry that Oleg has ran away since Harry missed a school camping trip in which he was supposed to have joined up with Oleg. Later Rakel visits Harry and tells him that Oleg was staying at his friend's house. They share a kiss and almost have sex. Mathias calls Rakel and learns that Oleg was found. Harry meets Britte's husband and learns that Josephine is not his daughter as he is infertile and is receiving hormone treatment.
The next day, Mathias returns home from the conference, drugs Rakel and ties her up. He then picks up Oleg and also drugs him and drives to Telemark, where they end up at a cottage. It is revealed that Mathias is the boy whom Jonas abandoned at the start of the film, who's mother committed suicide and who grew up to hate his mother as he thinks she did not want him to know who his real father is.
Harry traces Mathias' car to the cottage. Mathias takes Rakel and Oleg hostage with his wire based cutter tool around Rakel's throat. He asks Harry what he thinks about what Oleg will do once he knows who his father is. Harry answers his question and quickly attacks Mathias. As they struggle, Harry removes the wire from Rakel's throat and his finger is caught in the wire slope and gets severed. Mathias escapes, and Rakel implores Harry to kill him. Harry chases after Mathias, and after a brief face-off, Mathias shoots Harry but falls into an icehole unnoticed below and drowns because of the water current.
Harry survives the shot, and sometime later at the precinct a new homicide case is being discussed and Harry is shown volunteering to take on the case.
